Thank you for your questions about the legislative process. The Wisconsin State Legislature works on a two-year timetable. Any proposal that doesn't pass in the two year biennium, in this case 2003-2004, would need to be introduced again next year to be considered. Legislative bills can be reintroduced with the same language, changed or not introduced at all.
You are correct that the law now "prohibits the manufacturing, sale, rental, or operation of an ATV if that ATV is constructed in such a manner that the noise from the ATV exceeds 96 decibels on the "A" scale as measured in compliance with rules promulgated by DNR."
Administrative rules are regulations promulgated by state agencies to implement or interpret provisions of the statutes or to establish agency procedures for administering programs. Thus, DNR will need to create rules to carry out what Senate Bill 277/Act 251 creates in statute.
