The bills are posted on our website and there is a summary of the bills in the January edition of the American Motorcyclist, the summary will also appear in an upcoming issue of ATV News.
The Wisconsin ATV Association (WATVA) helped draft, and is supporting, these bills. I have attached their “white paper” on the noise provision for your review.
The AMA/ATVA is not opposed to reasonable sound control regulations. As you know, our rule book requires conformity with any host state’s standard or 99 decibels, which ever is lower, for most forms of amateur competition. In 2004 the AMA’s noise standard will be reduced to 96 db(A) for cross country events. AMA Sports has also been directed by the board of directors and the AMA Congress to consider the adoption of a 96 db(A) standard for all amateur competition.
The rule for 2004 will read:
13. Exhaust System
a. The exhaust system must be attached securely together and to the frame, and must remain so until the end of the event.
b. The discharge end of an exhaust system may not extend past the rear edge of the back tire, nor point so that it creates dust or interferes with the vision of another rider.
c. Machines entered in all meets (except Drag Racing and Bonneville Speed Trials) shall have mufflers/silencers which do not exceed the maximum db(A) required by the state where the meet is being held or 99 db(A), whichever is less, measured at half maximum rpm per MIC manual SAE J1287 test at 0.5 meters (20 inches). This rule shall not apply to vintage machines.
d. Machines entered in open course and cross country type events may not exceed 96 db (A).
If I had been asked for comment on the WATVA bills before they had been introduced, I would have recommended an exclusion from the noise standard for competition on private property. I have contacted Rep. Pettis’s office about the legislation. I got the same response that you got – he won’t budge.
These bills are good for motorized recreation and they move the noise standard in a direction that is basically consistent with the direction that I have received from AMA Congress and the Board of Directors so I will not oppose them. However, I will continue to ask the legislature for an exemption for private land competition.
